UCR Applications

***2009 Unified Carrier Registration Now In Effect***

The 2009 UCR renewal season started September 1, 2008.  Roadside enforcement of the 2009 UCR is set to begin January 1, 2009.  Failure to have current UCR registration is a violation of FMCSR Part 392.2, a provision requiring that every commercial motor vehicle must be operated in accordance with the laws, ordinances, and regulations of the jurisdiction in which it is being operated.  In the near future, failure to pay fees could result in an out of service violation.

BACKGROUND
In 2006, Congress passed a law creating the UCR program. UCR was scheduled to replace the Single State Registration (SSRS) program on January 1, 2007. However, the US Department of Transportation only recently established the regulations necessary to implement the program.

UCR is similar to SSRS because it is a Base-State system. This means the carrier pays UCR fees through its base state on behalf of all participating states.

UCR requires individuals and companies that operate commercial motor vehicles in interstate or international commerce, or individuals or companies that make the arrangements for the transportation of cargo and goods, to register their businesses and pay an annual fee based on the size of their fleet.

A “Commercial Motor Vehicle” is defined as a self-propelled or towed vehicle used on the highways in commerce principally to transport passengers or cargo, if the vehicle:
  • Has a gross vehicle weight of 10,001 pounds or more
    OR
  • Is designed to transport 11 or more passengers (including the driver)
    OR
  • Is used in transporting hazardous materials in a quantity requiring placarding.
